# Area Development Reporting

Report on the areas you answer for, either evaluating what an investment changed or continuously measuring an existing asset, with activity, mix, timing, and audience developments against a benchmark.

Whoever answers for an area (a district consortium, an asset owner, a municipality) has to report on it: to account for money spent, to secure what comes next, to show that a project worked, and to recruit the tenants a demonstrated trajectory can convince. Our area metrics support both versions of that report: a before-and-after around a specific investment, and standing measurement of an area with no intervention at all. Both come down to measured outcomes against a benchmark: what changed, for whom, against what baseline.

## 1. Two lenses

- **Before and after.** An intervention has a date, so the report compares across it: the same months before and after, against a benchmark that absorbs everything that is not the intervention (the city's own trend, or peer areas). Construction periods are part of the story: the dip-and-recovery shape is what a redevelopment looks like.
- **Continuous measurement.** A standing report on the same windows every quarter or year, whether or not anything happened. This is the consortium and asset-owner lens: trend against benchmark as the district's scorecard, evidence for continued investment or refurbishment timing, and the numbers that recruit tenants.

## 2. The reporting stack

Four measurement families cover most area reports, each answering a stakeholder question:

- **Foot traffic development**, the headline: activity level and its change, year over year on identical months, always next to the benchmark. "+8% against a flat city" is a report; "+8%" alone is not.
- **Activity mix**: the resident / worker / visitor split says what kind of place the area is becoming, not just how busy it is. The destination share (visitors who neither live nor work there) is usually the key line: the share that chose to come.
- **Timing**: the hour-of-week rhythm. Whether evenings and weekends filled in is often the actual goal of an activation program, and invisible in daily totals.
- **Who comes**: visitor demographics and profiles. Which audiences the investment serves or attracts, and whether the mix is moving toward the intended one.

Where visit length is available, it adds a fifth: medians and duration buckets separate pass-through from stay.

## 3. Reporting rules

- **Benchmark everything.** Macro conditions, weather years, and seasonality hit every area. Only the difference against the city or peers belongs to the place itself.
- **Identical windows.** Same months year over year, every time. It is the one discipline that protects a report from its own seasonality.
- **Evidence of change, not proof of cause.** Movement data shows the area changed and by how much, against the benchmark. It cannot isolate the intervention from everything else that happened. Report the change and the timing; keep the causal claim measured.
- **Suppression at the edges.** Small areas and small cohorts get suppressed; a missing category is missing, not zero.

## 4. The report itself

The working format is short and repeated: the headline development number against benchmark, the mix shift, one timing finding, one audience finding, in the same structure every period, so readers learn to read it.
