Way

A line / route segment: a road, a path, or a pedestrian corridor. Way datasets describe activity along the segment, typically counts of devices traversing it, optionally split by direction or time of day.

Use way-level data when the question is about traffic flow or route popularity rather than activity at a point or within a region. Origin-destination matrices between ways are a common use case.
